A. Handloom

Openning of Handloom Production Centres: Handloom Production Centre (HPCs) are organised through Gram Panchayat in rural areas and members of Municipal Councils in the urban areas. Group of weavers or individual weavers may also apply for opening of HPCs under MOS. After identification of a particular vil1lage or group of weavers, MDS conducts a survey on the feasibility of the area in terms of population , socio economic condition, skill level of weavers, communication and other parameters set by the society from time to time. Based on feseability reports recomendation is made for the opening of HPC. Thereafter, an agreement is signed between MDS and Supervisor cum Accountant of the HPC/Leader of HPC/Group for commencement of activities under agreed terms and conditions. One group of Leader/Supervisor is elected for distribution of yarn, checking during weaving period, maintainance of HPC, distribution of wages and she is paid a remuneration as per the agreed terns and conditions.

At present the Society has 32 Handloom Production centres spread all across the valley and hill districts of Manipur. Each Handloom Production Centre has about 40-50 weavers.

Existing HPCs

Skill upgradation: MDS imparts training to the weavers on skill development, design and proto type development, development of catalogues and enterprise management. Field visit are also conducted at various places where handloom activities are carried on.

Providing Looms & Accessories to HPCs: MDS provides Loom and Accessories at 50% subsidy to the weavers of HPCs and furniture and equipments at 100% subsidy at the time of opening HPCs.

Providing Yarn as Working Capital: MDS provides different counts of cotton, arcylic and other yarn as working capital to the weavers of HPCs.

Wages: Wages of the weavers are distributed through the Supervisor cum Accountant of the concerned HPCs. Revision of wages ere made from time to time after taking into consideration of the prevailing market rates and other factors.

Marketing: The finished goods are marketed by MDS though its Sale outlets, mobile sale, Exhibition and fair etc. The Society also has organised Handloom fairs with participation from local SHGs , skilled weavers and artisans to showcase and sell their items .

In spite of non release of fund/grant-in-aid since the year 2015-16 for the implementation of the hand loom schemes , the society could carry on its normal hand loom activities to a limited volume and extent, with the revolving fund created out of the income earned from sale of handloom goods.

B. Agriculture

Normal Schemes:
1 .Promotion of Collective Farming (Winter Crops)
2 .Promotion of Collective Farming ( Summer Crops)
3. Farmers Awarness Programme ( Summer & Winter)

In the implementation of the schemes under Agriculture programmes, agricultural inputs such as Seeds , Fertilizers , PP Chemicals etc. are provided at 100% subsidy to the beneficiary farmers and the contributions of the farmers are in the form of their labour involved in the agricultural I cropping practices. As such to requires 100% funding from the state government to implement the agricultural schemes . With non released of fund for the agriculture schemes since 2015-16 , no schemes are taken up except routine agricultural extension work.

C. Engineering

No scheme works were taken up during the FY 2018-19 due to non release of Grantin-aid by Government of Manipur.

The Deposit Works of various Government Departments taken up by the Society are also in good progress. Financial implication of the Deposit work during the year is briefly placed as below:

DIRECTION & ADMINSTRATION : During the year the total expenditure under the Direction & Administration was Rs. 800 lakh towards salary, EPF contributions and contribution of Group gratuity and other office maintenance expenditures Earmarked fund for meeting the expenditures for DIRECTION & ADMINSTRATION during the year 2018-19.

Out of 147 sanctioned post in the society, 85 regular employees are presently engaged for implementation of the schemes in the field of Handloom, Agriculture, Engineering and for carrying out Direction and Administration, accounting and other ministerial works throughout the year.
